[PATCH] allow migration generators to specify custom migration path

the migration generation manifest: 

  def manifest
    record do |m|
      m.migration_template 'migration.rb', 'db/migrate'
    end
  end

setting 'db/migrate' in migration_template sets the migration directory used in numbering.
